Meghan Stacey, senior lecturer in the UNSW School of Education, writes, Symposium: What’s the “new sociology of education”, then and now? Looking back to the 1970s and ahead to today

In 1971, Michael F.D. Young published the edited collection ‘Knowledge and control: new directions for the sociology of education’. This among other signature texts of the 1970s constituted work characterised as ‘the new sociology of education’, which saw the field shift from, as symposium convenor Julie McLeod put it, ‘taking problems’ to ‘making problems’. In this shift, aspects of schooling which had previously been taken for granted, such as what and whose ‘knowledge’ constitutes the curriculum, were opened up for scrutiny. 

The symposium asked contributors to consider what this ‘new sociology of education’ did and did not notice; its legacies; and what might or should constitute a ‘new’ sociology of education for today.

The first response to this remit came from Bob Lingard, who pointed to large scale assessments, datafication and globalisation as examples of forces which have shifted studies in the sociology of education and which demand a move beyond methodological nationalism. Lingard’s talk resonated with points made by the third speaker in the session, Joel Windle, who argued for ‘rescaling’ in a ‘new’ sociology of education for today, in which thinking about knowledge and control is shifted to a global level. 

Lingard and Windle’s arguments were given a useful counterweight by the fourth speaker in the session, Eve Mayes, who brought discussion of the new sociology of education to the level of classroom-based research and practice through the example of the ‘Teachers for a Fair Go’ project, highlighting the ongoing need to question ‘what schools can be’.

Yet questions of the future, and in particular a future for the sociology of education, were seen by some speakers to be under threat. Lingard noted that while in the 1970s, sociology of education would be taught in the first, second, third and fourth years of initial teacher education, this presence has since dwindled significantly. A similar point was made by the second speaker in the session, Parlo Singh, who noted an (over?) emphasis on Bourdieuian theory in the sociology of education today, despite Pierre Bourdieu having only a relatively fleeting engagement with education (unlike, for example, his contemporary Basil Bernstein). Singh argued that the lack of sociological training in today’s initial teacher education may explain this trend.

According to Jessica Gerrard and Helen Proctor, who presented the final paper in this session, “declarations of the new” always bring with them “whispers” of the old. For Gerrard and Proctor, this raises questions about just what is sought to be ‘conserved’ in ‘conservative’ views and politics. 

Yet in the context of this symposium, where the future of the sociology of education itself appears to be in danger, perhaps an important question is what needs to be ‘conserved’ from the legacy of the developments of the 1970s. In particular, there may be a need to emphasise the central role of the sociology of education in supporting, as Mayes highlighted, the ‘fair go’ that classrooms can but often do not provide for students. As such, the sociology of education is not separate from but in fact central to initial teacher education. As the discussion that followed the papers highlighted, the sociology of education supports an understanding of teachers as navigators and negotiators of a curriculum which is not taken for granted, but instead, understood as culturally contingent and power-laden. This means we should be enhancing, rather than further marginalising and denigrating, the sociological education of the pre-service teachers we teach.

As convenor of a large, sociologically-informed undergraduate education course, I am sometimes questioned as to the ‘practicality’ of my course for students of teaching. It is too ‘theoretical’, some students (and sometimes colleagues) say. And while the theory is essential, it may be that the links between this theory and the actual work of teachers in classrooms needs to be made more explicit for the next generation of teachers. As such, and as session convenor Julie McLeod suggested as the symposium concluded, foregrounding the importance of the sociology of education in schools and initial teacher education classrooms may need to be a first priority of any ‘new’ sociology of education moving forward.

Primary Teachers as Classroom Curriculum-Makers: Emerging Findings From a Longitudinal Study Exploring Teachers’ Experiences in Curriculum-Making With a Standardised Curriculum 

“I just have to make the thing with the outcomes, in the way that others want me to make, and then I have to teach the thing in the way it says” and “I think what guides the programming is really driven by our questioning of how we do we equip these students for a world that we can’t anticipate or envision yet?” These are two examples of the very different experiences of curriculum-making for teachers in Phillip Poulton’s doctoral study. In this longitudinal study, Phillip has followed preservice teachers from their final year of initial teacher education into their first year of classroom teaching, exploring the realities of early career teachers’ reported curriculum-making experiences. This study has found that whilst these teachers reported varied curriculum-making experiences, these were not always characteristic of more knowledge-led forms of curriculum-making. Rather, these were characterised more by instances of curriculum delivery.

During this presentation, Phillip drew on two individual teachers, both alike in terms of their valuing of education and conceptions of curriculum-making. However, in their first year of teaching, these two teachers found themselves in classroom fields with very different agendas and orientations towards curriculum. One teacher reported greater agency in working with curriculum in a flexible and collaborative environment, guided rather than restricted by the syllabus. The other teacher reporting a contrasting experience, finding herself in a non-collaborative environment and ticking off ‘outcomes’ prioritised above all else. Phillip’s study provides fascinating insight into the lived experiences of early career teachers who, while all aspiring to be knowledge-led curriculum-makers, were either enabled or constrained by the conditions of their individual classroom fields. Understanding more about these experiences is particularly pertinent today, especially with current discussions centred on ‘ending the lesson lottery’ and centralising lesson planning for teachers. Phillip’s doctoral study offer impetus for us to challenge such delivery agendas placed on classrooms which often narrow teachers’ curriculum-making practices. Rather, teachers’ curriculum-making needs to be reinforced as a key tenet of teacher professionalism – practices that are dependent on teachers’ professional knowledge of their students, pedagogy, and content.

No Capacity, No Equity: Schools, Universities, and New Challenges for Teacher Professional Learning  

Dr Claire Golledge’s paper focussed on how teacher professional learning (PL) mandates can exacerbate inequity across schools and systems. All Australian teachers are required to meet mandatory professional learning expectations in line with the Australian Professional Standards for Teachers. Dr Golledge’s presentation drew on her own experience as a former leader of professional learning, and from her doctoral case study research to illustrate that not all teachers are positioned equally to meet these mandatory PL requirements. To highlight this point, Dr Golledge presented two case studies of teachers in vastly different learning contexts, one in an inner city, elite, independent school and another in a regional, government school where the bulk of students come from low socio-economic backgrounds. Despite vastly different PL needs and differing capacities of these teachers to access professional learning opportunities, both of these teachers are subject to the same PL standards and requirements.  While the teacher in the independent school was supported with their PL with a healthy budget, covered classes, and access to a range of accredited PL, the teacher in the regional school faced additional challenges of funding, finding casuals to cover classes, and access to accredited professional learning within her school. Dr Golledge’s study raises a key point that we often talk about educational inequity amongst students, but what about the impact on teachers? This is something which is all too often overlooked. This presentation sparked lively conversations about the ethics and equity of for-profit professional learning providers as well as asking what role universities should play in helping to support teacher professional learning and access to research in schools.

Why is there so much talk about teachers right now? Because we are afraid of them

The federal minister for education Jason Clare convened a roundtable to solve the teacher shortage on the eve of the new government’s Job Summit. Items on the agenda? It wasn’t hard to go past working conditions, status, and a growing, chronic teacher shortage as the impetus for history-making industrial action and considerable media coverage.

Concerns about teachers’ working conditions have themselves arisen out of a context in which teacher quality, figures of the ‘good’ and ‘bad’ teacher, the fear of indoctrinating teachers, have been increasingly constructed as ‘policy problems’ to be addressed. ‘The teacher’, it seems, is becoming one of the most contested figures in contemporary education policy debates.

We have recently edited a Special Issue of the journal Education Policy Analysis Archives in which the collected papers reflect on the current positioning of teachers across a range of international policy contexts. This journal, unlike the majority of academic journals, is run by a university and is entirely open access, which means you can read the full issue. Look at Australia, for example

In our introduction to the issue, we use Australia as an example of a country in which responsibility has been placed on teachers to ‘fix’ perceived educational crises, often through policy reform that requires teachers to be ‘better’ trained, more professional, more accountable and more standardised. Here, the past fifteen years of education policy has featured: the introduction of standardised census testing of students via the National Assessment Programme, the results of which are made public via the My School website; the introduction of national teaching standards and accreditation requirements; and repeated inquiries into initial teacher education, with the introduction of program standards and, more recently, mandated teacher performance assessments.

Why are teachers so central to education policy?

Given all this policy change, we think it’s reasonable to claim that teachers are the targets of much political and popular consternation. But what is it about teachers that makes them such a matter of attention and concern, and how does the current political climate contribute to these (often unrealistic) expectations?

According to Wodak, populism has an “appeal to the ‘common man/woman’ as opposed to the elites”. She has argued that in populist regimes, ‘difference’ is denied and the ‘common’ is valorised, creating “a demos which exists above and beyond the divides and diversities of social class and religion, gender and generation”.

We argue that it is possible to view schooling (and teaching) as a logical site of public commentary because of the common experience amongst most populations. Indeed, it is often suggested that everyone knows what it is like to be a teacher because everyone has gone to school. As Lortie put it, there is an ‘apprenticeship of observation’ in school education that means everyone, regardless of whether they become a teacher or not, forms ideas about the work of teaching simply because of their ongoing interactions with teachers throughout a significant portion of their lives. In terms of populist tendencies, this widespread experience and presumed knowledge about how schools should operate, positions teachers as a common ground upon which critique can be aimed.

At the same time, teachers increasingly bear the burden for the economic, social and political wellbeing of the countries within which they teach. As the global economy becomes understood as essentially knowledge-based, the need to track and compare student achievement within and across nation-states has taken on a broad prominence typified by, for instance, the regular Programme for International Student Assessment (PISA) tests run by the Organisation for Economic Cooperation and Development (OECD). Indeed, teachers are an increasing point of focus for the OECD, which now also runs the Teaching and Learning International Survey (TALIS) examining teachers’ work and working conditions. This, we argue, reflects a revived and rearticulated emphasis on the teacher.

The teacher as an object of fear

Yet despite this apparent importance, teaching does not often become an object of respect, but rather of fear, emblematic of growing national and international anxieties around knowledge, success and the moral character of the next generation. This puts the figure of the teacher in an uncomfortable position. Paradoxically, teaching is known to all (“anyone could do it!”), yet also unknowable (as a university-based, complex and contested form of expertise). Teachers’ success is supposedly important for global competition, but teaching is not necessarily viewed as worthy of professional status and fair working conditions. Within this context, ongoing attempts to control, standardise and responsibilise teaching and teachers becomes a rational, even urgent pursuit. So much so that the resulting hyper-focus on teachers-as-solution has created what Wodak calls a “fear ‘market’”, where teachers become the target of an expanding “cottage industry” of commercial products (e.g., professional development materials, data-tracking platforms, etc.).

It’s time to destabilise global narratives of teachers

The papers in our Special Issue explore teachers’ work across contexts including the United States, Europe, and the Asia-Pacific. The journal in which the issue has been published is based at Arizona State University, meaning that the inclusion of studies from places like Australia, New Zealand and the Pacific Islands may make somewhat unfamiliar reading for many subscribers. This was intentional.

In Australia, education policy is often developed and analysed in reference to what Lingard has termed our common ‘reference societies’ of the US and UK. As researchers and authors, we are routinely asked to make our work ‘relevant’ by situating it in relation to such dominant international reform contexts. But what would happen if this demand was reversed? Should research emanating from dominant contexts instead be required to make itself relevant to more diverse, local spaces, and what analytical possibilities might this open up? Possibly, what is needed is to reimagine teachers and schooling in ways that are less limited by the systems and structures that have led us to this point. Perhaps it is time for teachers and those who research them to truly warrant their positioning as an object of fear, by destabilising the taken-for-granted terms under which they work.

Her research focuses on education privatisation and commercialisation. She currently works on a number of research projects, including investigating philanthropy in Australian public schooling, the privatisation of global school provision, and the intensification of teachers’ work. Jessica Holloway is senior research and ARC DECRA Fellow at the Australian Catholic University. Her research draws on political theory and policy sociology to investigate: (1) how metrics, data and digital tools produce new conditions, practices and subjectivities, especially as this relates to teachers and schools, and (2) how teachers and schools are positioned to respond to the evolving and emerging needs of their communities.

For the love of God: how pornography and an explicit reading list turned Rona Joyner into a conservative activist.

The contemporary international rise of rightist politics is associated with anti-bureaucratic and anti-state ‘populist’ tendencies. Often, conservatives represent themselves as speaking for ‘the silent majority’ but yet on the outside of power. Indeed, even the Australian conservative commentary Sky News TV show is called The Outsiders, a retort to the ABC political affairs show Insiders. In education, both Kevin Donnelly and Mark Latham – leading conservative campaigners on education – pitch their politics as a ‘common sense’ that is under threat and sidelined by the so-called take-over of ‘political correctness’ and ‘cultural Marxism’ in public education.

In making sense of this, we suggest there is a need for a greater understanding of the history of conservatism in Australian education, and in particular the role of women in establishing a grassroots conservatism premised on an expression of ‘the people’ against the state. 

In our recent research, which forms part of a broader Australian Research Council project on the history of participatory activism and education policy reform (with our colleague Susan Goodwin), we have sought to bring forward this history. We focus on one woman, credited for leading the successful campaign for banning two innovative new social studies curriculum packages  in Queensland in the late 1970s, Rona Joyner. Joyner called for the ban on the grounds that they transgressed fundamental Australian Christian family values. The Queensland premier of the day, the Trumpian Joh Bjeleke Petersen not only personally actioned the ban in 1978, going over the head of his education minister, but also threatened to sack any public school teachers who used the curricula in their classrooms.

This was an important moment in the history of Australia’s ‘culture wars’. The 1970s and 1980s were foundational to the emergence of a new grassroots Christian conservatism that expressed itself as a presumed ‘Christian’ majority, maligned and sidelined by an immorally secular and ‘permissive’ state. Joyner was one of a number  of conservative activists who launched themselves into the public sphere at this time and who, firstly, claimed to speak in the name of all Christians and secondly, described themselves as being the underdog, working against a dangerous collective of left-wing bureaucrats and teachers.

In the 1970s, Joyner (who was close to both Joh and his wife, Flo Bjelke Petersen) established two campaign groups – the Society to Outlaw Pornography (STOP) and the Campaign Against Regressive Education (CARE) – and the self-published newsletter Stop Press, a twenty year run of which is held by the Queensland State Library. Through Stop Press, Joyner aimed to provide like-minded conservative Christian parents with the intellectual, religious and political tools to take up the moral struggle against secular humanism, feminism, multiculturalism and homosexuality. 

Joyner passionately argued that  education bureaucrats and public school teachers were  dangerously appropriating the rights of ‘Christian’ parents. Warning readers to be vigilant with regards to the teaching of sex education in schools in the first issue of Stop Press in 1972, Joyner writes, ‘No one has the right to usurp the parents’ position in the field of education, so be watchful’. Making the case even more forcefully a decade later – despite her success with the curriculum ban – Joyner declares in 1984, ‘State control of education is anti-family and anti-God’. 

Rona Joyner was one of several international high-profile conservative women of her era including Mary Whitehouse, who advocated for increased censorship of television in Britain, and Phyllis Schlafly, who successfully campaigned against the Equal Rights Amendment in the US. A self-attribution of being on the outside of power meant that these campaigners frequently practised their conservatism as a grassroots movement. They used techniques and language associated with participatory democracy movements of the left, such as home-published newsletters and a dispersed network of community-based supporter groups. 

Vital to understanding the work and significance of ultraconservative women like Rona Joyner is their positioning as mothers. Joyner claimed that she became politicised through her alarm at the inclusion of a sexually explicit novel on her son’s first year university reading list in the 1960s. According to the logic of this anecdote, Rona Joyner’s public activism was an extension of her maternal duty beyond the immediate home and family and into the front line of a public moral fight. 

Paradoxically, women conservatives like Rona Joyner are often not taken seriously and ridiculed for their appearance or for the way they speak. This treatment plays to a head nodding progressive audience, that in turn overlooks the importance of these women in building conservative moral campaigns centred on a claim of speaking for ‘the people’ (in this case, the ‘everyday’ Christian parent). For Joyner, the power of parental authority – in distinction from the state – was the location of the family and parents in God’s laws. She writes, ‘Remember Western civilization is based on the fact that the individual derives his freedoms and his rights from God’s laws, not from the State’.

Joyner’s activism, and the banning of the social studies curricula, lays bare tensions in the relationship between parents as citizens, politicians and expert-based bureaucracies, that extend well beyond the specificities of 1970s Queensland. In our examination of twenty years of Joyner’s newsletters, we show how her campaign work exposes fault lines in the relationship between the authority of the state and individual moral authority, one such repercussion of this being the expression of political populism against state authority. Joyner was central to the shaping and production of a grassroots conservative moral political culture premised on a concern that ‘progressives’ have overtaken the key institutions of modern democracy (schools, for instance) that has been renewed and rearticulated across the late twentieth-century into the present day.

Helen Proctor is a professor of education at the University of Sydney, with a research interest in how schools shape social life beyond the school gate. She uses historical methods to examine the making of contemporary educational systems by focussing on the changing relationships between schools, families and ‘communities’.

Pandemic Collection: Reflections on inequities amplified by the COVID-19 global crisis

The pieces in this collection are our reflections on the ongoing inequities in education that have been amplified or illuminated by the COVID-19 global crisis. We hope our reflections help readers consider how education work might respond to and address these inequities.

All of these pieces were written during early May 2020—prior to the death of George Floyd and the global movement that ensued. Though the reflections in the collection predate George Floyd’s killing, many of the issues raised in this collection are part of the same unequal system that produces Blak/Black death, through the virus and beyond.

We are all staff or higher degree research students from the Social Transformations and Education Research Group at the Melbourne Graduate School of Education.

Our pieces meditate on the ways the teacher has been positioned through the crisis and what this says about how our society sees teachers (Amy McKernan); the many roles played by schools in the pursuit of mass schooling (Nicky Dulfer); the politics of expertise (Jessica Gerrard); schools futures and Indigenous history (Ligia (Licho) López López); possibilities for investing in community as key to education (Sophie Rudolph); opportunities for rethinking the local in relation to global problems (Rhonda Di Biase and Bonita Cabiles); and the importance of attempting to understand each student’s emotional life and journey in supporting learning communities (Michelle Cafini).

Our pivoting teachers

In my job I teach teachers. Some of my students are working to qualify as teachers, some are teachers already established in the profession. This semester, I have been deeply concerned for my students who also teach. They worked through the term one holidays to accommodate two possible futures – a return to school as we knew it and an about-face to distance learning.

They ‘pivoted’, and now they must ‘pivot’ again. They sit in my webinars with grey faces, tired and quiet, somehow still submitting assignments amongst all of this. Somehow, they are still determined to become more knowledgeable, more skilled, and better teachers.

My teacher students have worked even longer hours than before, implementing a whole new way of teaching, and redeveloping months and years of planning for a completely different world. They have drawn on considerable reserves of expertise and ingenuity to keep their school students learning, all the while closely monitoring wellbeing, and performing the emotional labour of caring.

I have watched over the weeks as the teachers in my classes have become withdrawn, resigned to the fact that they were the last to be considered in this global pandemic, that the decision to close schools appeared to be based not on the possible threat to teachers’ wellbeing, but on the economic wellbeing of families who must work and the safety of grandparents who might need to babysit.

I’m not suggesting that the needs of families should not be a factor in decision-making, of course they should. But the silence on teachers’ safety, including the safety of the many immunocompromised teachers, has been deafening. No one seems to acknowledge the likely mental and physical health issues teachers face as they managed the increased workload of teaching students both in and out of the classroom.

There has been an implicit assumption that teachers will take up a significant burden in this crisis. As is so often the case, teachers have little agency and little voice in making the big decisions that affect them. The evident lack of concern for teachers throughout the discussions of school closures has been so sadly reflective of the disrespect afforded to the profession in this country that I supposed I shouldn’t be shocked.

Most of us, including the parents currently supervising the schooling of their children at home, do not have a great deal of insight into the demands of teaching. If we did, teaching would be among the highest paid professions in the country, without question. It is my hope that in the future, when COVID-19 is a memory and the economy is returning to life, the students who are now witnessing their teachers’ innovations are learning that actually no, not just anyone (your parents) can do what teachers do. I hope the respect teachers truly deserve will grow.

I hope eventually we will see clearly the sacrifices teachers made during this crisis (and the way they were sacrificed). I hope we start to understand how important teachers are, and value them enough to stop sacrificing them in the name of economic gain. I hope, ultimately, those exhausted teachers sitting quietly in my webinars will, at last, receive the respect befitting their status as some of Australia’s most essential workers.

So what does “mass schooling” mean to us now?

For the first time in my living memory, onsite school attendance has had to cease. Mass schooling, which has been described as a way of providing universal educational access through school attendance, has been disrupted in Australia and around the world. 

We have closed schools and opted for distance and remote learning models to help contain the spread of COVID-19.  For the vast majority of our 3.8 million students, this involves students attempting to learn in their home environments with their teachers providing content, support and feedback remotely.

As a result of school closures in Australia many people are just discovering how many roles schools fulfil.  To students in unsafe homes, schools can provide sanctuary; to the hungry, food; to the homeless, shelter; to the scared, security; to the lonely, friendship; and to the isolated, a sense of belonging.  For those of us who have worked in disadvantaged school settings this is not surprising.  Schools have long been a proxy home for many students.  School libraries can create safe places to sit quietly and read, school breakfast clubs can ensure everyone has the chance to eat something at the beginning of the day, school homework clubs can provide equipment and staff to support students who need some extra help, and school teachers can provide a valued adult relationship for students who seek connection and support. This is not to say that everything about mass schooling is positive.

To many students attending school can mean isolation, bullying, violence and ridicule.  It can mean being taught to be ashamed of personal cultural heritage and difference.  It can be a place that is not safe or inclusive.  For many students, schools are just another place in which they are not valued.

Mass schooling has meant that schools are also often sought after as places to institute certain political agendas. Governments have long understood this.  In the 1970s the Whitlam government instituted the Disadvantaged Schools Program as a way of ensuring schools could help support those students who needed it most. Until the 1980s students used to sing ‘God Save the Queen’ at every assembly as way of ensuring the Colonial past erased all that had gone before.  The Howard government offered additional financial support to schools if they flew the Australian flag.  Mass schooling is also seen as a way of instituting social agendas as schools are a way of reaching all students.  In the 1950s the Menzies government, concerned with malnutrition among children, instituted the school milk program.  In the 2000s concerns around obesity led to significant changes in what is available at the school canteen. Now, students all around the world are being educated on the correct way to wash their hands in classrooms.

Thus, school sites are often used to perpetuate both helpful and harmful political and social agendas.

In the time of COVID-19 one thing that has become very clear is the dependence of modern society on mass schooling.  The provision of mass schooling serves the dual economic function of allowing parents to work whilst educating their children to be useful to the workforce in the future. It also serves the social function of transmitting the social norms of society to students.  Additionally, mass schooling has been used as a place in which equity has been supported.

I believe one of the few good things to come out of the COVID-19 pandemic is the revitalised conversation within our communities about what it is that mass schooling does, can and should do.

Saving education: Trust me I’m an expert

Dr Norman Swan comes on the radio and I shush my partner. Dr Norman Swan has become a national treasure.

COVID-19 is apparently going to save experts. After years of the apparent growth of ‘populism’ and of the political denial of climate change, it appears it has taken this horrendous virus to demonstrate the utility of expert knowledge.

In the absence of political leadership, in the days and weeks after COVID-19 made its way to Australian shores, it was Dr Norman Swan – ABC Radio National’s health editor – who interpreted and disseminated the medical evidence on COVID-19. It is, of course, experts who are racing to find a vaccine and providing medical care.

Meanwhile, the Australian government has kept universities out of its cornerstone JobKeeper policy, throwing casuals – and the higher education sector – to the curb. There’s even reports of universities asking volunteers to cover teaching because of staff cuts. For permanent staff workloads have increased and universities (and the sector’s union) have already put pay slashes on the table.  

In these sorts of moments, a defensive move is understandable: we have to save education, right? Higher education, after all, is the place in which experts are produced. And isn’t now, of all times, the time to be protecting and nurturing the production of expertise? Defending the worth of and possibility for education for our future?

Expertise, however, is neither neutral nor categorical. Experts do not float disinterestedly above social relations. They are made by society and they have a vested interest in making particular versions of society. Eugenics, phrenology, conversion therapy, hysteria diagnoses – and dare I say it, even JobKeeper – were all driven to some degree by experts.

Expertise rests upon divisions between experts and so-called ‘laypeople’, and this division is marked by power. It also rests upon structural inequalities of education. Despite the vast expansion of higher education, contemporary society is built on a fallacy, not actuality, of social mobility for all. Hierarchical divisions in educational achievement are the bedrock of educational institutions, as are inequitable divisions in labour.

Expertise is not just about producing knowledge: it is also practiced in relation to the ‘unknown’. The boundaries between the known and unknown are shaped by what we think it is possible to know about; what the social, technological and political relations of the day make possible to know about; and what is strategically denied (*cough* climate change).

COVID-19 demonstrates that the current moment is not defined by a withering of expertise, but its reconfiguration in relation to what is known and unknown (and asserted to be known and unknown) in the function of modern capitalist democracies.

Indeed, the recent proposals that materially de-value the humanities and social sciences demonstrate that the current Australian government is centrally concerned with the form and function of expertise. In this proposed reform particular forms of expertise are recognised as valuable above others.

Moreover, it’s no coincidence that at the time of rising post-truth there is concurrent fetishization of evidence and data. Particularly in education, data metrics are increasingly valued political assets: university and journal rankings, student evaluation surveys, impact scores, citation rates, h-indexes are all presented as numerical proxies for the value of university work.

So, what exactly are we saving? What education are we declaring an interest in for the future?

Perhaps at the very least, not one that unthinkingly asserts expertise as an unproblematic elixir. And not one that presumes that the production of expertise necessarily relies on divisions in labour and systems of meritocracy that structurally require unequal access to education and outcomes of it.

Wati’t, will you tell me the rest of that origin story?

The one where another life begins in the future.

Right. The story of a future inhabited by peculiar beings who will call themselves Humans. Thousands of years from now, in the year 2020 entities from the virus world will decimate thousands of them. Humans will be forced to flee. They will mistakenly think of the virus in the only frame they know: War. So in the first months of a rising decade in the 21st century, they will wake up and will feel as if bombs were dropped on them as they have dropped bombs on others. With no time to pack their bags stuffed with Human supremacy, and the rest of their useless belongings including belonging itself, they will lose being and becoming Human.

What will those planes of existence look like Wati’t?

Full of wonder and wilderness! At first they will be afraid of what they will encounter. With no Normal saint or Economy god to misguide their existence, they will be swept with bewilderment. The first thing they will realize is that they are just one more element of an endless constellation and not the centre of it. Some of the cleverest ones, well they will not be that clever, really! but some of them will smuggle their useless concept of the Individual which will have no currency in other planes. Their existence will be relational. Upon entry to these unfamiliar planes of existence, Humans will disappear and become a collective of moving particles. Friction, magnetism, and sonic waves, not Identities, Borders, or Institutions, will characterize their movements in the new planes.

Remember that genius Human invention they called Schools? Well before being forced by the 2020 virus entity to flee the world as they knew it, Schools were Institutions. In these planes Schools will be sites of encounter. They will be located throughout and will not require a building called “school” for learning to take place. Because some habits are hard to die, some of them will invoke obsolete modern ideas to say “schools are the best place for children to learn.” But the majority of them having learned the lessons from the 2020 pandemic will ask: To learn what? To learn how? To learn whose knowledges? Can knowledges be owned? What counts as learning? What learning counts? Where, with what, and with whom can learning take place? In the new plane of existence, they will realize that moulding children into rubrics, test scores, statistics, international comparative data, and the next capitalist battalion of citizens will bring their demise. It will by 2020 and will again after 2020.

Instead of learning to become settler colonialists, at the site of encounter children will teach and learn about colonialism and the history that forced them to seek refuge in new planes of existence. Instead of taking, children will learn to borrow and give back in full respect of the sentient beings they will be in commune with. Children will return to their wilderness without the Human fear of “being backward” or “falling behind.” That will be pre 2020 history. Colour codes for children’s bodies will no longer be the norm. In fact, there will be no norms, gender or otherwise. There will not even be ‘children’ as the category upon which ‘adults’ manage and attempt to control the/their futures. Through wondering into the histories of human grids and classificatory regimes through online or VR learning, they will regain a sense of humility. That will be the ultimate social and emotional learning lesson resulting in new worlds unfolding. How marvellous!

Here’s our chance to refocus on education for community, not just for the economy

On my daily local walk I pass a primary school which now has a sign on the gate saying there is limited access to the school while remote learning is in place. The ‘learning from home’ situation has meant parents and carers have been asked to supervise and facilitate learning that is set out and guided by teachers remotely. Teachers have been asked to transform their lessons and connect with students and families in unfamiliar ways, many going to extra lengths to reach those who have limited digital resources at home.

In recent decades education has become highly focused on the product of learning – NAPLAN results, PISA results, ATARs, marks and degrees are tallied, scrutinised, lamented, celebrated and compared. This focus on product both overshadows the process of learning and undermines education as a social good – in and of itself valuable. It can easily position teachers as technicians and students and parents as consumers, concerned primarily with their own individual success. However, education is much more than this and rarely is the lived reality of education so stark and straightforward.

During the COVID-19 pandemic children and young people have been frequently positioned as an inconvenience – the supervision and care they require being seen as an impediment to ‘restarting the economy’. The government was quick to push for learning to be transferred back to schools so that parents/carers can be freed to return to their roles within the economy. However, this overlooks the unpaid and underpaid labour that is done under regular circumstances to support the economy.

The lessons of this time therefore offer opportunities for valuing and nurturing some of the parts of education that have been disregarded by the shift to focus on educational product. A post-pandemic education system could take seriously what feminist global studies historian Tithi Bhattacharya argues are the ‘life-making’ activities of social reproduction. This is work that is largely done by women or in highly feminised professions and it is work of a social nature, not purely an economic nature. It is the process and relational aspects of education, not the product. Imagine if we thought about children and young people as important, thoughtful and valuable members of our society now, rather than just future workers getting in the way of the economy. 

If education were to value community more thoroughly, we might see greater time in schools spent building relationships with local First Nations communities to nurture understanding and awareness of Indigenous knowledge. We might see teachers, students and local community collaborating more to find solutions to problems affecting their communities. We might see curriculum that valued the funds of knowledge that children and young people have for pursuing their learning outcomes rather than waiting for NAPLAN or ATARs to tell us what students can and can’t do. We might recognise that the job of teaching involves emotional work and that teachers require time to recharge so they don’t burn out and leave the profession. We might think about restructuring work so that communities – teachers, students, families, carers and friends – have more time to come together more often to share in the process of learning and living together.

We could take a lead from young people who ask us to imagine what is possible, and work collaboratively to cultivate education communities that care for the human and more than human world, and not just for their ATAR outcomes and unfettered economic growth.

Turning global adversity into advantage: Working towards education for all

When listening to an expert panel talking about COVID-19, one particular comment resonated with us: “We will learn a lot about the virus, but we will learn more about ourselves”.  The subsequent discussion referred to our learning as people, as communities and as nations. We add to this, learning as a global community, and we reflect on this here.

In discussing the race to find a vaccine, this same panel highlighted differences in the way this particular global challenge has resulted in an international collective effort. A spirit of collaboration, not competition, has developed in the race against the virus.  Can this global momentum to collaborate be harnessed in new and creative ways in a post-COVID world? 

So too does this question apply to our vision for the world we want post pandemic.  Can we continue to work together in unprecedented ways?  Can our common goal become to realise the vision embedded in the United Nations’ globally endorsed Sustainable Development Goals?These goals include no poverty, zero hunger, good health and wellbeing, quality education, gender equality, and reduced inequalities. This pandemic provides impetus for a more deliberative discourse around issues of equity in education, including how we ‘do aid,’ without reverting to business-as-usual. The vision embedded within the Sustainable Development Goals offers fertile ground for international interdependence working towards education for all.

The COVID-19 pandemic has forced a disruption to the status quo of schooling that has exposed more sharply the cracks of education, especially among the most vulnerable. It has powerfully cast a bright light in many countries on what seems to be a perpetual state of crisis in education.

However, financing, which is a key to bridging educational inequities, remains compromised. In the latest UNESCO Global Education Monitoring Report, Sustainable Development Goals Secretary-General, Jeffrey Sachs, laments the sobering decline of development aid for education. In the aftershocks of COVID-19, will the global community be willing to work in a spirit of cooperation to ensure equitable education for all; or do we, instead, become inwardly focused and leaner and meaner as nation-states?

Our question is not unfounded. In news about international cooperation in developing a vaccine for COVID-19 the focus of discussion is already around who or which countries will get access. Will access to any successful vaccine depend on money or kindness, on power or a sense of equity and justice?  We ask similar questions about education and aid. We fear that as countries tighten their geographical borders and focus on impending recessions and debt and deficit; the sense of compassion, care, and solidarity may also end within their borders.  Low and middle-income countries, after the pandemic will, more than ever, need to work within a global community as they advance their respective national/local agendas of equity, justice, and inclusion in education, that have been exposed through this pandemic.

Local contexts offer extensive experiences and knowledge about how we can (re)think and (re)imagine collaboration to respond to and acknowledging the long-standing educational crisis that COVID-19 has pushed us to confront. Within this discourse, perhaps it is also time to foreground the voices of the local communities to construct ‘glo/b/cal’ cooperation, whereby local conditions are centred in global initiatives and international development.

Which boat were you in?

American evangelical Christian pastor, Rick Warren, in his video, ‘Ten COVID commandments for emotional health’ states that long after a vaccine has been developed, people will still be dealing with the economic, relational and emotional effect of the virus. His words resonated with me when he said although we have all been in the same storm, people have been in different boats during the storm. Some in yachts, where they have had enough money, a secure job and a nice home to live in during the crisis. Some have been in rowboats, living week to week off savings and where being jobless has been a disaster. Others have been clinging to driftwood, experiencing homelessness, domestic abuse, and alcoholism to name but a few of the consequences of COVID-19.

As schools across the nation begin to re-open after a period of online learning, and staff busily adjust back to face-to-face teaching, it is important to reflect that things will not be “the same” as before. Teachers will be considering the social and emotional wellbeing of their students as they re-commence schooling in person. Things will not and may never be the “same” for some students. The experiences that students have had over the past few weeks and months will be different. While some students may have thrived at home, for others there may be deep emotional scars that may take a long time to heal – the death or illness of a family member, the arguments overheard between parents dealing with the ramifications of unemployment, increased alcohol consumption in the home, anger and abuse that manifested while families were in lock-down, the loss of self-esteem and social skills that are usually being developed during interactions with friends. All of these factors may have a considerable impact on the lives of different students, and the once happy, resilient, confident student in January may not present in the same way in July.

School leaders and teachers will be mindful of the boat their students have travelled in during the storm and may need to provide support for those who have lost their bearings. More than ever, embedding social and emotional learning into the curriculum is important. Young students who were just starting school may need support to foster friendships. Those who have spent lengthy time with caregivers may feel the anxiety of separation and will need to once again develop confidence and trust at school. Students who were just in the throes of transitioning from primary to secondary school and only just adapting to new expectations and routines may need to be assisted to develop social and self-management skills. And those at the end of their school journey may need the motivation to set course again. While many teachers would have been cognizant to look out for this at the beginning of a new year, teachers will be observing their students through a new lens, knowing that the experience of isolation will have had some impact – for some positive, for others not.

When the bell rings, it will never be back to the way it was. When the boats come back into the shore and schooling resumes in its entirety, teachers will be confronting the journey each child has been on. School may be the safe harbour that many of them are needing.

Evidence, expertise and influence are increasingly contested in the making of Australian schooling policy.

More than ever, policy makers, researchers and practitioners are being asked to defend the evidence they use, justify why the voices of some experts are given preference over others, and be critically aware of the networks of influence that determine what counts as evidence and expertise.

The release of the ‘Gonski 2.0’ report raises a number of complex questions about the use of evidence in the development of schooling policies, and the forms of expertise and influence that are increasingly dominant in shaping conversations about the trajectory of schooling reform.

The report signals an ever-increasing presence of federal government influence in shaping schooling policy in Australia’s federal system. It also strongly reflects global shifts towards a “what works” reform narrative, which frames policy decisions as only justifiable in cases where there is evidence of demonstrable impact.

Proposals such as the creation of a ‘national research and evidence institute’ by the Labor party, and related proposals by the Australian Productivity Commission to create a national ‘education evidence base’, signal a potentially new era of policy making in Australia, in which decisions are guided by new national data infrastructures and hierarchies of evidence.

These developments raise serious questions about which kinds of evidence will count (and can be counted) in emerging evidence repositories, which experts (and forms of expertise) will be able to gain most traction, how developments might change the roles of federal, state and national agencies in contributing to evidence production, and the kinds of research knowledge that will (or will not) be able to gain tradition in national debates.

On November 6th, I hosted a Q&A Forum at the University of Sydney, co-sponsored by the AARE ‘Politics and Policy in Education’ Special Interest Group and the School and Teacher Education Policy Research Network at the University of Sydney.

It featured Adrian Piccoli (Director of the UNSW Gonski Institute for Education), Jessica Gerrard (senior lecturer in education, equity and politics at the University of Melbourne), Bob Lingard (Emeritus Professor at the University of Queensland and Professorial Research Fellow at the Australian Catholic University) and Rob Randall (CEO of the Australian Curriculum, Assessment and Reporting Authority).

What follows is an edited version of the event, featuring some key questions I posed to the panelists and some of their highlight responses.

Glenn: I want to start by considering the changing role and meaning of ‘evidence’ and how different forms of evidence shape conditions of possibility for education. What do you see as either the limits or possibilities of “what works” and “evidence-based” approaches to schooling reform?

Bob: It seems to me the ‘what works’ idea works with a sort of engineering conception of the relationship between evidence, research, policy making and professional practice in schools, and I think it also over simplifies research and evidence … I would prefer a relationship between evidence (and evidences of multiple kinds) to policy and to practice which was more of an enlightenment relationship rather than an engineering one … I think policy making and professional practice are really complex practices, and I think we can only ever have evidence-informed policy and evidence-informed professional practice, I don’t think we can have evidence-based … I think ‘what works’ has an almost inert clinical construction of practice. And I think there’s an arrogant certainty.

Adrian: The problem with the ‘what works’ movement is that it lends itself, particularly at a political level, to there being a ‘silver bullet’ to education improvement and the thing you launch the silver bullet on is a press release. I’ve always said the press release is the greatest threat to good education policy because it sounds good, in the lead up to an election, to say things like ‘independent public schools work’ so fund them, or it might be a phonics check, so let’s fund this because it works, but I think it lends itself to that kind of one-dimensional approach to education policy. But education reform is an art. What makes the painting great? It’s not the blue or the yellow or the red, it’s actually the right combination of those things. Education, at a political level, people can try to boil it down to things that are too simple.

Rob: I actually think the term [what works] is a useful term. If I go back to when I first started teaching, it’s a good question, ‘what works?’ Can you give me some leads? It’s not a matter of saying ‘this is it entirely’, but we’ve got to be careful of how the language enables us and not continue to diss it.

Glenn: NSW has created its Centre for Education Statistics and Evaluation, which describes itself as Australia’s first ‘data hub’ in education that will tell us “what works” in schools and ensure decisions are evidence-informed. On the Centre’s website, it tells us that NSW works with the concept of ‘an evidence hierarchy’. On top of the hierarchy is ‘the gold standard’, which includes either ‘meta analyses’ or ‘randomised controlled trials’. To me this begs a question: how might the role of researchers be shifting now ‘the best’ evidence is primarily based on large-scale and quantitative methods?

Jess: To me it’s a funny situation to be in when your bread and butter work is producing knowledge and evidence but you find yourself arguing against the framing and enthusiastic update of something like ‘evidence-based policy’. Particularly concerning is this hierarchical organisation of evidences where randomised controlled trials, statistical knowledge and other things like meta analyses are thought to be more certain, more robust, more concrete than other forms of research knowledge, such as qualitative in-depth interviews with school teachers about their experiences. The kind of knowledge that is produced through a statistical or very particular causal project becomes very narrow because it has to bracket out so many other contextual factors in order to produce ‘a certainty’ about social phenomena. We can’t rely on a medical model, where RCTs come from, for something like classroom practice, and you can see this in John Hattie’s very influential book Visible Learning. You just have to look at the Preface where he says that he bracketed out of his study any factor that was out of school. When you think about that it becomes unsurprising that the biggest finding is that teachers have the most impact, because you’ve bracketed out all these other things that clearly have an impact … With the relationship between politics and policy, I think it’s really interesting that, politically speaking, evidence-based policy becomes very popular around some reforms, yet not around other reforms, so school autonomy, great example, there’s no evidence to say that has a positive impact on student achievement but yet it gets rolled out, there’s no RCT on that, there’s no RCT on the funding of elite private schools, but yet we do these things. I think we can get into a trap of ‘policy-led evidence’ when political interests try to wrestle evidence for their own purposes.

Glenn: Let’s consider which ‘experts’ tend to exert the most influence in schooling. For example, a common claim is that some groups and individuals might get more of a say than others in steering debates about schooling. In other words, not everyone ‘gets a seat at the table’ when decisions are made – and if they do, voices are not always equally heard. A frequent criticism, for example, is that certain thinks tanks or lobby groups, or certain powerful and well-connected individuals, are often able to exert disproportionate power and influence. Would any of you like to comment on those dynamics and the claim that it might not be an even playing field of influence?

Bob: I think ‘think tank research’ is very different from the kind of research that’s done by academics in universities. The think tank usually has a political-ideological position, it usually takes the policy problem as given rather than thinking about the construction, I think it does research and writes reports which have specific audiences in mind, one the media and two the politicians. I remember once when I did a report for a government and the minister told me my problem was that I was ‘two-handed’. I’d say ‘on the one hand this might be the case, and on the other hand…’, but what he wanted was one-handed research advice, and I think in some ways the think tanks, that’s what they do.    

Glenn: Another important dimension here is that even when one’s voice is heard, often what ‘the public’ hears is far from the full story. And I think this is where we need to consider the role of the media and the 24-hour news cycle we now inhabit. For example, so much of what we hear about ‘the evidence’ driving schooling reform is filtered through the media; but this is invariably a selective version of the evidence. Do any of you have any thoughts or reflections on this complex dynamic between the media, experts, evidence and policy?

Adrian: Good education policy is really boring, right? It’s boring for the Daily Telegraph, it’s boring for the Sydney Morning Herald, it’s boring for the ABC, Channel 7, it’s boring. You talk curriculum, you talk assessment, you talk pedagogy, I mean when was the last time you saw the ‘pedagogy’ word in a news article? … what’s exciting is ‘you know what, here’s the silver bullet’ … and the public and media and the political process doesn’t have the patience for sound evidence-based education reform.

Rob: I think we’re at risk of underestimating the capability of the profession in terms of interpreting and engaging with this. I think we’re at risk of under-estimating the broader community.

Glenn: To me, it seems there’s something peculiar in terms of how expertise about education is constructed. For example, in the medical profession, many would see the expertise as lying with the practitioners themselves, the doctors, surgeons, and so on, who “possess” the expertise and are, therefore, the experts. If education mirrored this, then surely the experts would be the teachers and school leaders – and expertise would lie in their hands? But this often seems to be far from the way expertise is talked about in schooling. Instead, it seems the experts are often the economists, statisticians and global policy entrepreneurs who have little to do with schools. Why is it that the profession itself seems to so often be obscured in debates about expertise and schooling reform?

Jess: What we see now is because education and schooling is such a politically invested enterprise, with huge money attached to it, it’s never really been wrestled from the hands of government in terms of a professional body. So, a body like AITSL, for instance, which is meant to stand in as a kind of professional body, isn’t really representative of the profession, it doesn’t have those kinds of links to teachers themselves as the medical equivalent does. So, we’re in a curious state of affairs, I think you’re right Glenn, where who counts as having expertise are often not those who are within the street level, within the profession … We don’t have enough of an opportunity to hear from teachers themselves, to have unions and teachers as part of the public discussion, and when they are a part of the discussion they’re often positioned as being argumentative or troublesome as opposed to contributing to a robust public debate about education.

Bob: As we’ve moved into the kind of economies we have, the emphasis on schooling as human capital and so on, it is those away from schooling, the economists and others, who I think have formulated the big macro policy, rather than the knowledge of the profession.

Glenn: Up to this point we’ve been mainly talking about influence in terms of specific individuals, or groups, but also I think certain policies and forms of data also exert significant influence. I need only mention the term NAPLAN in front of a group of educators to inspire a flood of conversations (and often polarised opinion) about how this particular policy and its associated data influence their work. Is it a stretch to say that these policy technologies and data infrastructures now serve as political actors in their own right? Is there a risk when we start seeing data itself as a “source of truth” beyond the politics of its creation?

Jess: I think it’s absolutely seen in that way and I think that’s the problem with the hierarchy of knowledge or evidence. There’s a presumption that these so-called higher or more stable forms of knowledge can stand above the messiness of everyday life in schools or the complexity of social and cultural phenomena … there’s no way a number can convey the complexity, but because they seem so tantalisingly certain, they then have a life of themselves.

Adrian: NAPLAN is the King Kong of education policy because it started off relatively harmless on this little island and now it’s ripping down buildings and swatting away airplanes. I mean it’s just become this dominant thing in public discourse around education.    

Rob: Let’s not get naïve about how people are using it [NAPLAN]. People use the data in a whole range of ways. It’s not that it’s good on one side and bad on the other … now if we want to, we could take the data away, or we could actually say, ‘let’s have a more complete discussion about it’ … give parents the respect they deserve, I do not accept that there’s a whole bunch of parents out there choosing schools on the basis of NAPLAN results.

Glenn: To finish tonight, I want to pose a final ‘big sky’ question. The question is: If you had the power to change one thing about how the politics of evidence, expertise or influence work in Australian schooling policy, what would that be?

Bob: I would want to give emphasis to valuing teacher professional judgment within the use of data and have that as a central element rather than having the data driving.

Adrian: I would make it a legal requirement that systems and governments have to put the interests of child ahead of the interests of adults in education policy.

Jess: I think I’m going to give a sociologist’s answer, which is to say that I think what I would want to see is greater political commitment to acknowledging the actual power that is held in the current production of data and the strategic use of that. The discussion also needs to address the ethical and political dimensions of education and schooling beyond what data can tell us.

Rob: I would like to pursue the argument about increasing the respect and nature, the acknowledgment of, and the expectation of, the profession … I think there is a whole bunch of teachers out there who do a fantastic job … given their fundamental importance to the community, to the wellbeing of this country going forward I’d be upping the ante for the respect for and expectation of teachers.
